Serv-U domain log entry: Unable to establish SSL connection

What could be the cause of this message? It is often followed by "(no shared cipher)" in the same message but I have sometimes seen different text within the parentheses. There is no connection number shown and there usually are no current connections and no other recent log entries either before or after this message occurs. So, there is no source IP address or destination port number to help me diagnose if a user might be having trouble connecting. It seems to me that SSL would be negotiated only after an IP connection is established to a port listener and that I would have a separate "Connected to..." log entry that would identify the IP addresses and port number involved before any messages about SSL might appear. We have v15.1.0.480. Thanks for any info.
